Man who rammed truck into Presidential Office entrance sentenced

Taipei, Sept. 9 (CNA) A man who rammed a 35-ton truck into the front entrance of the Presidential Office in the wee hours of Jan. 25, 2014, was sentenced to six years in prison for attempted murder by the Taiwan High Court Wednesday.

At the sentencing hearing, Chang Teh-cheng told the press that he did not feel like appealing to the Supreme Court, but his lawyer said they would study the case and decide whether to appeal after receiving the verdict.

The 41-year-old was prosecuted for running an empty truck over spikes and barricades in front of the Presidential Office. During a subsequent investigation, Chang told prosecutors that he did it out of fury because he was frustrated by the result of a lawsuit between him and his ex-wife.

Prosecutors accused Chang of several offenses, including attempted murder, obstruction of performance of public duties, destroying historic relics, damaging buildings and articles, and intrusion.

On May 10, the Taipei District Court gave Chang a jail term of five years and 10 months. In addition, he is facing a civil lawsuit filed by the Presidential Office, which is seeking damages of NT$3.4 million (US$104.000).      [FULL  STORY]

War of resistance exhibition opens in Tainan

resistance against Japan (1937-1945) opened Wednesday in the southern city of Tainan, as part of a series of events being held to mark the 70th anniversary of the Republic of China’s victory in the war.

Organized by the Ministry of Culture, the exhibition is showcasing 150 photos taken by reporters of Central News Agency during the war. CNA is the curator of the event.

The photos depict the lives of civilians during the war and how they helped in the fight against Japan, said Liang Chun-ti (梁君棣), director of CNA’s services department, at the opening of the exhibition.

The goal is to remind people of how terrible war is and to encourage them to cherish times of peace, she said.     [FULL  STORY]

The six-minute video, titled “Battle to Capture an Island: a Full View of Chinese Military Strength” and produced in a similar style to a war video game, was released around the same time the PLA showcased a wide array of powerful new weaponry at the military parade in Beijing on Sept. 3 to mark the 70th anniversary of the end of World War II.

Set in an unspecified year of this century, the opening of the video declares that an unnamed country has broken international law in the seas off mainland China, with several Chinese bases coming under attack. An angry fist is seen pounding a table before the video announces China’s intentions to “comprehensively fight back” with full force to promote “peace through war.”

The ensuing montage of combat operations depicts and labels genuine PLA hardware such as the DF-15B short-range ballistic missile as well as a CJ-20 land-attack cruise missile being fired from a H-6K bomber. The targets of the counterattack include a fighter jet very similar in appearance to an American F-22 Raptor and a fleet escorting a lookalike of a US Nimitz-class aircraft carrier. The (Aegis?) defensive systems of the fleet are shown to be no match for the maneuverability of PLA’s anti-ship missiles.     [FULL  STORY]

live-fire drills of artillery and mortar units, and naval maneuvers on Kinmen Island and surrounding waters.

The exercises were conducted by the Ministry of National Defense and the Kinmen Defense Command in the early morning, with the war games postulated on an invasion of Taiwan and outlying islands by the Chinese People’s Liberation Army.

Artillery and mortar shells blasted enemy targets set up by the Kinmen Defense Command, displaying military preparedness to fend off opposing forces attacking naval supply vessels heading to Kinmen.

Kinmen Defense Command Lieutenant General Hao Yii-jy (郝以知) said the exercise was held to test the joint capabilities of the artillery units and demonstrate the military’s ability to defend the island, which lies only a few kilometers from Xiamen City in China’s Fujian Province.

The weapons included four 8-inch howitzers, four 155mm cannons, eight 105mm howitzers, six 120mm mortars and six 42mm mortars, which fired a total of 208 shells, Hao said.      [FULL  STORY]

Taipei, Sept. 8 (CNA) President Ma Ying-jeou (馬英九) on Tuesday inspected an exercise that simulated major political and military incidents, which was part of the annual Han Kuang war games.

The National Security Council (NSC), which staged the two-day exercise, said it simulated situations in the spheres of domestic affairs and international relations and also enacted possible political, economic and social incidents in cross-strait relations.

President Ma went to the command center in Taipei’s Dazhi District to observe the exercise, which was focused on the security of the nation’s key facilities, information infrastructure, strategic communications and national resource integration, the NSC said.

Government’s move to ban the burning of petroleum coke and coal in the county, saying that it is a matter of national energy management and beyond the scope of the county government’s juridisction.

In a bid to reduce the emissions of airborne pollutants measuring less than 2.5 micrometers (PM2.5) and other air pollutants, the Yunlin County Government on June 10 announced that the burning of petroleum coke and coal would be prohibited starting on June 11 next year and June 11, 2017, respectively.

The administration said the ban involved not only local environmental issues, but national energy policies and regulations that fall within the jurisdiction of the central government according to the Energy Administration Act (能源管理法).

The Yunlin ban contravenes the Local Government Act (地方制度法), which stipulates that local governments can only draft laws on matters that are within their jurisdiction, the administration said.   [FULL  STORY]

Shih said during a press conference that the government should stop feeding political fat cats with campaign subsidies, which is often perceived as ways for them to garner wealth and fortune during election times.

Organizer fails to clear up dispute over controversial exhibition

Taipei, Sept. 7 (CNA) The organizer of a controversial exhibition in Taipei on Monday failed to clear up the dispute surrounding some of its displays, issuing only a short statement reiterating its previous remarks that all of the paintings in its exhibit are authentic.

“All of the paintings on display at the venue are authentic, and all have been carefully confirmed and appraised by our curatorial team when the artworks were borrowed from their original owners,”organizer TST Art of Discovery Co. (京銓藝術) said in a statement posted on the exhibition’s Facebook page.

“There is absolutely no malicious deception on the part of the organizers,” TST Art of Discovery said.

It added that those who have questioned the authenticity, painter and date of the paintings at “The Face of Leonardo, Images of a Genius” exhibition should provide certificates of authenticity to prove their points.     [FULL  STORY]

continued to climb, with the total likely to exceed 6,000 by Tuesday, the country’s Centers for Disease Control (CDC) said Monday.

The latest data showed that the number of cases diagnosed since May 1 had reached 5,948 as of Sunday, an increase of 406 from the day before. Among the new cases, 363 were in Tainan, by far the worst hit area in the country, with 5,247 reported infections since the start of May, the CDC said.

In the neighboring city of Kaohsiung, 609 cases have been reported, the CDC said.

More than two dozen people in Taiwan may have died of the disease this year but that number has not yet been confirmed according to standard procedures.

Since Taiwan started keeping systematic track of dengue fever in 2003, the highest number of cases recorded in a year was 15,942 in 2014.

Dengue fever is an infectious tropical disease spread by mosquitoes. The symptoms include fever, headache, muscle and joint pain, and skin rash. In a small proportion of cases, the disease can develop into hemorrhagic dengue fever, which can be fatal.     [FULL  STORY]

Presidential inauguration cost wasteful: lawmaker

Taiwan Solidarity Union Legislator Yeh Chin-ling (葉津鈴) yesterday said the government’s budget for next year’s presidential inauguration was wasteful and urged all presidential candidates to pledge to reduce the cost of the ceremony.

Yeh said the Presidential Office has earmarked a budget of NT$41.31 million (US$1.25 million) for the 14th presidential inauguration next year.

In light of the government’s fiscal difficulties, Yeh criticized the amount as excessive.

She also said that in 1996, when Lee Teng-hui (李登輝) was voted the nation’s first democratically elected president, he spent just NT$7.08 million on his presidential inauguration.     [FULL  STORY]
