establishment next year, saying that it would be similar to the US Defense Advanced Research Projects Agency (DARPA).

Deputy Minister of National Defense Lee Hsi-ming (李喜明) first mentioned the program at the recent Taiwan-US Defense Industry Conference in Williamsburg, Virginia.

Yu Yu-tang (游玉堂), head of the Technology Planning Division of the ministry’s Department of Resources Planning, yesterday said that the division would be remodeled and upgraded to serve the national technology development role.

The division is to be remodeled as the National Defense Technology Division on Jan. 1 next year with a budget of NT$3 billion (US$94.9 million), and it is to be upgraded at some point to become the National Defense Technology Office, a special establishment at the departmental level, Yu said.     [FULL  STORY]

Four bodies found in Philippines

TAIPEI, Taiwan — Four corpses, suspected to be three Taiwanese and one Chinese, were found dumped in vacant lots in the Philippines, Tuesday, according to the country’s top broadcaster ABS-CBN.

The news report said a farmer in Bacolor, in the Philippines’ Pampanga province, discovered one female and two male corpses near a sugarcane field at 6:30 a.m.

Half of the woman’s body was buried, and her feet were fastened together with duct tape. The other two men are suspected to have bullet wounds on their foreheads.

They all appeared to be between 30 and 35 years old, the report said.

In related news, the police found another corpse of a Chinese man in the same province. Authorities said the man, surnamed Chen, had 25 knife wounds on his body when discovered in the San Fernando area.

The Philippines’ local television network TV5 also reported on the two incidents, saying that police are currently investigating whether the cases were related to drug trafficking.     [FULL  STORY]

Reforms will make Taiwan great: Tsai Ing-wen

President Tsai Ing-wen said in her national day address on Monday that implementing reforms will make Taiwan great.

Tsai referred to her inauguration speech on May 20, in which she said: “to change young people’s predicament is to change a country’s predicament.” She said that resolving such a predicament has been the core focus of every reform that her administration has initiated in recent months.

Tsai said that her administration is trying to solve problems with the pension system, which is in danger of going bankrupt. She said, “after pension reform, young people will bear a relatively lighter burden, and they will not have to fear that they are paying into the system for nothing.” Tsai said the government is looking to guarantee a life of dignity for every retired citizen.

The president also spoke about how her government is working to revitalize the economy. She talked about the proposed “5+2 innovative industries” driven by innovation, research and development. Tsai spoke about how the plans had been launched with the clear goal of providing job opportunities for young people, and raising their salaries.     [FULL  STORY]

Following the National Day festivities early Monday morning, the official National Day banquet was held 6774448at the Taipei Guesthouse later that day. The banquet featured culturally and geographically diverse dishes to delight the palates of visiting foreign dignitaries and ambassadors. On top of the enticing delicacies, Taiwanese folk arts and handicrafts were presented next to the buffet including dough sculptures and straw-plaited items.

To welcome representatives from around the world as well as diplomatic allies, the banquet was divided into six pavilions featuring Taiwanese night market snacks, Hakka and indigenous cuisine, Southeast Asian cuisine, Northeast Asian cuisine, and DingTaiFeng’s most acclaimed dishes including Xiaolongbao.

The Southeast Asian pavilion was first introduced to the banquet under Tsai government’s New Southward Policy initiative, according to people familiar with the matter.     [FULL  STORY]

The baseball theme was also incorporated in the performance of a military marching band, members of which adopted batter poses during their annual participation in the event.

Under the theme of “great to have you,” this year’s celebrations highlighted the disaster relief forces of 20161010164923the country, showcasing their equipment, as well as the personnel on the ground and in the air.

Mixed reactions to Chen Shui-bian’s ceremony absence

On Sunday, Taichung Prison rejected Chen’s application to appear at yesterday’s National Day ceremony on the grounds that too many unanticipated contingencies might occur at the event and that it might not be able to provide the necessary medical care the former president needs.

Chen was released from prison on medical parole last year.

Office’s National Day event to promote their causes Monday, as President Tsai Ing-wen vowed to maintain the cross-strait status quo and called for reopening talks with China.

Waving large flags and banners reading “Taiwan independence” and “One Taiwan, one China,” dozens of pro-independence activists rallied outside the square where Tsai delivered her first National Day address since taking office in May.

“Let us stage a referendum to decide whether Taiwan should become a new nation,” shouted the activists, who were barred by a heavy police cordon from demonstrating near the square.

“We elected her all because we thought she would stand by us to fight for independence,” said one activist, who declined to give his name.

On the other side of the rally, an equally large crowd of pro-China activists unfurled a large banner calling for the government to stop all activities aimed at splitting Taiwan from the mainland.    [FULL  STORY]

CDC: Taiwanese woman infected with Zika in Malaysia

Taiwan has confirmed a new imported case of the Zika virus involving a 50-year-old Taiwanese woman was infected during a trip to Malaysia. That was the word from Taiwan’s Centers for Disease Control (CDC) on Sunday.

This latest case is the 10th imported Zika case in Taiwan this year.

The Taoyuan resident developed a headache, a partial rash and muscle soreness on Oct. 5, one week after returning from Sabah. The woman was visiting as part of a tour group between Sept. 23 and 27.

She sought treatment the day after she developed the symptoms. But the rash spread to the rest of her body and she came down with a fever. The woman was then admitted to hospital, and was eventually confirmed on Sunday to have a Zika infection.

CDC Deputy Director-General Chuang Jen-hsiang says the other 71 members of the infected woman’s tour group could also be at risk of infection. However, he said, the latest Zika case was not expected to lead to an indigenous outbreak of the virus.     [FULL  STORY]

The Island of River Flow tells the love story between a national highway toll collector (played by Ivy Yin) and a silly but innocent truck driver (played by Zheng Ren-shuo) she met at a turning point of her life when she is in her last week on the job and having relationship problems.

Persistent heavy rains force railway, roads to close

Storm Aere have forced a railway line and roads to close.

Railway services on the South Link Line between southern Taiwan’s Kaohsiung and eastern Taiwan’s Taitung were suspended early Sunday as a mudslide washed away more than 20 meters of the roadbed in a section of the rail line between Taitung’s Taimali and Zhiben.

The Taiwan Railways Administration (TRA) estimated that service would not resume until after midnight.

Meanwhile, the section of Provincial Highway No. 9 between Taitung’s Xianglan and Daniao was closed at 7 p.m. Sunday due to rock falls, while restricted access was allowed at the 97.1-kilometer mark of Provincial Highway No. 7, according to the Directorate General of Highways.     [FULL  STORY]
