Taiwan and the US have begun talks on the bilateral Trade and Investment Framework Agreement (TIFA). These are the first trade talks the US has been a party to since President Donald Trump came to office.

US officials have expressed hope that Taiwan will open up to meat imports that meet international standards in terms of additives like leanness-enhancing drug ractopamine.

The two sides will discuss working points agreed upon at a TIFA meeting last October. Economic ministry official Tseng Hsien-chao explains:

“The TIFA meeting last October was an official meeting. This meeting is not as formal,” said Tseng. “Of course, the topics we’ll discuss will be the same issues we discussed during the last meeting- issues such as intellectual property rights, medicines, medical equipment, investment, agriculture, and technical trade barriers. These are subjects of concern for both sides, and we will discuss thoroughly the technical aspects involved.”

keep their animals cool in the sultry hot summer weather, with daytime temperatures regularly exceeding 36 degrees Celsius since early July.

Taipei Zoo spokesman Tsao Hsien-shao (曹先紹) said the heat has caused the animals kept outdoors to lose their appetites. In view of this, they have changed the kitchen into an “ice factory” and have started to serve the animals their food embedded in ice.

Every Wednesday, the zookeepers produce 33 buckets of fruit ice, 112 cups of fruit ice, two buckets of blood ice, one bucket of ground meat ice, and two buckets of willow leaf fish ice to meet the needs of their charges.

Tsao also described how the animals behave when the ice food is served. Gorillas tend to hug the giant ice cube and take it to their secret places to enjoy. Chimpanzees make a circle to share with the others. Black bears tend to eat it alone, while the Eurasian otters play with the floating ice until it melts, releasing the willow leaf fish.    [FULL  STORY

Liu Chao-hsun (柳昭薰), the owner of a service that allegedly defrauded insurance firms by helping pregnant women give birth in the US, and seven others were charged on Tuesday, prosecutors said, adding that those involved profited more than NT$30 million (US$986,777) from the scheme.

The New Taipei District Prosecutors’ Office announced the indictments on fraud, forgery, inciting others to commit a criminal offense and related charges against 35-year-old Liu and a 26-year-old employee surnamed Lee (李), along with six women who participated in the scam, an investigation of which started last year.

Eleven other women who hired Liu and gave birth in the US with the intention of making money from insurance claims were given deferred prosecutions, as they admitted to having participated in the scheme and promised to return the insurance money and pay a fine of NT$100,000, office spokesman Hsieh Tsung-fu (謝宗甫) said.

Charges were dropped against Yen Yu-chen (顏玉貞), who ran a similar service, and an insurance agent surnamed Liang (梁), as well as four other women, all of whom were investigated in association with the case, due to insufficient evidence, Hsieh said.

bicycles from being parked in paid parking lots for scooters, and violators will eventually be charged a towing fee.

Taipei City parking Management Project Manager Chen Kuan-lung (陳冠龍) said the following eight districts will ban bicycles from being parked in paid scooter parking areas: Xinyi Business District, Nanyang Special District, Neihu Technolgy Park, Taipei Main Station, Shilin Night Market, Ximen Business District, Guang Hua Business District, and Muzha Taipei Zoo.

Chen said in the past two months there have been a growing number of complaints by the public about bicycles taking up parking spots in paid scooter lots, with an average of 10 such reports per day. It was because the available spots in scooter parking lots in these eight areas are particularly scarce that they were selected for the August 1 ban, said Chen.    [FULL  STORY]

36.21 million kilowatts breaks electricity consumption records

Taipei, July 25 (CNA) Taiwan broke its electricity consumption record at 1:41 p.m. on Tuesday, at 36.21 million kilowatts, due to continued high temperatures, including a high of 36 degrees Celsius in Taipei.

Electricity capacity reserves fell to 3.93 percent, with July causing an orange warning light to flash 16 times, according to Taiwan Power Company (Taipower) statistics.

Taipower’s electricity consumption warning system shows a green light when operating reserve margins are above 10 percent. An orange light indicates that the power reserve is below 6 percent, and a red alert means that it has dropped below 900,000 kW. A black alert means that reserves have fallen to less than 500,000 kW, making power rationing necessary.

Power generation of the second reactor of the No.3 nuclear power plant was shut down on Sunday due to a cooling system error and was not restored until Tuesday morning, producing 600,000 kW. It is expected to begin producing electricity at full capacity on Wednesday.    [FULL  STORY]

New Taipei City has taken in 40 migrant workers allegedly controlled by a gang of criminals who are suspected of operating an underground employment brokerage. Prosecutors were questioning five Taiwanese suspects in connection with the case.

In raids carried out on Monday, law enforcement officials questioned the migrant workers, 30 women and 10 men, after taking them into custody to check their identifications and record their statements.

It was discovered that 39 were Indonesian and one Vietnamese, and that most of them were illegal migrant workers who had absconded from their legal contracts, New Taipei District Prosecutors’ Office spokesman Hsieh Tsung-fu (謝宗甫) said.

After questioning by prosecutors, the migrant workers were transferred to National Immigration Agency (NIA) facilities to be processed and deported to their home nations.
