Taiwan may relax rules for foreign volunteers, street artists

volunteers and street artists to participate in events and perform in Taiwan, according to the country’s National Development Council (NDC).

The council convened a meeting on July 31 with officials from the Ministry of Labor, Ministry of the Interior and National Communications Commission (NCC) to discuss ways to create a friendlier environment for foreign nationals in Taiwan.

NDC said officials reached a consensus on several issues, such as allowing foreign volunteers to join charity events, and allowing foreign street artists who have been certified by local governments to perform in the country, without having to apply for a work permit.

The NCC will also revise regulations by the end of this year to allow foreign nationals to apply for mobile phones and other telecommunications services with the option of choosing either their passports or Alien Resident Certificates (ARC) as their first identification document, according to the council. However, they will still be required to present a second identification document.     [FULL  STORY]

The Taipei City Government’s Department of Health is offering free cancer screening tests and health examinations for fathers to give them “the gift of health” for Father’s Day.

“To celebrate Father’s Day, men who fit the profile will be able to receive free screening examinations for colon and oral cancers at the Taipei City Hospital’s Neihu Outpatient Clinic, as well as Zhongxing, Renai, Heping Fuyou and Yangming branches, on Friday,” Health Promotion Division director Lin Meng-hui (林夢蕙) told a press conference yesterday.

Lin said men aged 40 or older could also have their blood pressure, blood glucose level and blood cholesterol levels tested free of charge, adding that participants could also receive from NT$100 to NT$150 on their Taipei Cards.     [FULL  STORY]

apology to the public after the Diaoyutai remark he made during his trip to Japan late last month, according to Ma’s official letter of statement released to the local media on Monday.

Lee openly stated that the disputed islands, known as the Senkakus in Japan, belong solely to Japan. He again reiterated his position on the issue in Tokyo at the Foreign Correspondents’ Club of Japan.

In the letter, Ma criticized Lee for distorting historical facts, breaching the International Law, and humiliating Taiwan’s sovereignty.

He owes the public a formal apology, according to Ma’s written statement.

Ma also wrote that based on history, geography, geology and the International Law, the Republic of China’s sovereignty over the Diaoyutai is undisputed.     [FULL  STORY]

Sea warning for Typhoon Soudelor could be issued Thursday

Taipei, Aug. 3 (CNA) The Central Weather Bureau (CWB) reported Monday that Typhoon 201508030040t0001Soudelor has turned into a strong typhoon that could affect Taiwan area as early as Thursday.

The CWB said a sea warning for Typhoon Soudelor could be issued on Thursday at the earliest, with a land warning likely to ensue.

As of 8:00 p.m., according to the CWB, the typhoon’s center was located 2,200 km southeast of Taiwan, moving at a speed of 21 km per hour in the west-northwesterly direction as its storm radius had widened to 220 km.

If its direction remains unchanged, it will head toward the sea off Taiwan’s northern and northeast coasts, said the weather bureau, reminding people of its possible impacts on Friday and Saturday.

student protesters outside the Ministry of Education to withdraw as soon as possible and begin a rational dialogue with the ministry, but it was swiftly rejected by the protesters.

Chang Kwang-cheng of Chung Yuan Christian University in Zhongli read the announcement in a press conference, saying they understand the objectives of students’ protest and approve of their ideals, but condemn any unlawful and disorderly actions and hope the issue can be discussed rationally.

The announcement said they regret that some students’ radical approach to protesting may set a bad example and are concerned the issue could make the society more confrontational and impair Taiwan’s competitiveness in the future.

They called for the education ministry to invite professionals, experts and student representatives to fully communicate and find a solution and also called for students to stop protesting and withdraw from the front of the ministry building.     [FULL  STORY]

The Changhua County Government’s Public Health Bureau has collected samples from sandwich chain Horng Ryen Jen Cake and Biscuit Store’s (洪瑞珍) products for testing to ascertain the cause of a recent spate of food poisoning cases in Hong Kong.

“The bureau launched a probe into the matter immediately after the Ministry of Health and Welfare notified us of several cases of food poisoning in Hong Kong allegedly caused by Horng Ryen Jen’s sandwiches,” Public Health Bureau director Yeh yen-po (葉彥伯) said yesterday.

Yeh said its preliminary investigation showed that the sandwiches involved in the cases were provided by three different retailers, who could have purchased the products from different Taiwanese branches of Horng Ryen Jen.

Yeh made the remarks days after Hong Kong’s Centre for Food Safety reported 13 people contracted food poisoning after allegedly eating Horng Ryen Jen’s sandwiches bought at local stores.     [FULL  STORY]

Yuan regarding the curriculum guideline controversy will be confirmed during the Kuomintang’s national assembly on Tuesday, reports said Monday.

“The final decision has yet to be confirmed during the national assembly tomorrow,” Lai said, adding that the final call would depend on the majority of the votes rather than the party’s one-sided opinion.

Lai pointed out that many legislators believe the curriculum issue taken by the Ministry of Education (MOE) is an administrative action rather than a legislative one, and so it is not up to them to counter the ministry’s right of power.

Although there has never been such a motion reviewed by the legislature before, he however said the decision to carry out the special session will depend largely on the voices of each legislator at 8:30 a.m. Tuesday.     [FULL  STORY]

reports said Sunday.

The new trains are equipped with updated bogies, a modular subassembly of wheels and axles that greatly helps to improve stability, comfort and safety.

The Alishan railway system is currently operated using diesel locomotives, where the majority of them are over three decades old, reports said. However, there are occasionally special public runs using old steam-powered Shay locomotives, which are hugely popular amongst tourists.

In addition to the 10 new locomotives, the Taiwan Railway Administration (TRA) is also open tendering on August 11 for five additional trains, where it welcomes both local and foreign bidders to join in on the public procurement.     [FULL  STORY]

Taiwanese student raises funds for Orchid Island in Holland

Brussels, Aug. 1 (CNA) A group of foreign students in the Netherlands, led by a young 48805902woman from Taiwan, recently raised 500 euros for education on Orchid Island, by cycling around Southern Netherlands.

“It is not much, but it shows how much we care,” said Yang Ching-wen (楊景文), who is studying an MBA at Erasmus University in Rotterdam and organized the July 30-31 cycling event that took participants to The Hague, Delft, Leiden and Gouda.

“The idea occurred to me after I read an article about education on Orchid Island sent to me by a friend online,” explained Yang, who also visited the island to the southeast of Taiwan proper.

Motivated to help countrymen in need, Yang asked eight of her classmates from Japan, South Korea, Brazil, India, Bolivia, Peru and Holland to make the journey with her after the school semester ended.     [FULL  STORY]

is tipping in China’s favor. They believe China is dedicated to building big landing ships and Zubr-class air-cushioned landing craft to improve its ability to launch an assault on the island. China also has an overwhelming quantitative edge in sea and air forces, and is also surpassing Taiwan qualitatively.

Although Taiwan has stepped up its ballistic missile capabilities, it will not be able to effectively counter the majority of China’s missiles.

Even more significant is China’s development of an “anti-intervention” strategy based on a strategic mindset of “whether or not to attack depends on Taiwan, how to attack depends on China, and how long the battle will last depends on the United States.”

Such a mindset will dramatically increase the costs associated with the US and Japan intervening in a cross-strait conflict, and Taiwan can no longer rely on the protection of the two countries for its security.     [FULL  STORY]
